Any suggestions on what could be causing this issue. Deputy logs on MPS and AVL shows default office location, like clockwork around 2 2 1/2 hours later AVL will start working.

Post the mobileWsgSettings.xml file from the WsgApplicationData\data folder and the WsgPositionAndStatus.dll.config​ file from the bin folder.

One suspect is "useReceivedTime". It should be "false".

Another is "syncClockToGps" and your Windows (system) clock and timezone settings.
